Recommend Reopening All Chapters in March
FOLLOWING ITS MEETING AT THE Dartmouth Club in New York on September 10, the Dartmouth Fraternity Alumni Advisory Board filed with the College during the past month a reports of its discussion of fraternity problems and policies, particularly with regard to the reopening of the Dartmouth chapters, and presented a number of recommendations representing the consensus of the alumni who attended the meeting on behalf of 18 different fraternities. George M. Morris '11 of Washington, D. C., who was mainly responsible for organizing the Advisory Board last summer, presided over the New York meeting and Henry K. Urion '12 of New York City served as secretary pro tem. Four College representa- tives who met with the alumni were Lloyd K. Neidlinger '23, Dean of the College; Sidney C. Hayward '26, Secretary of the College; Prof. Martin L. Lindahl, chairman of the faculty fraternity advisers; and Meryll M. Frost '44, designated by Green Key to represent the undergraduates.
Prefacing its report with the statement that its actions were merely recommendations to be accepted, amended or rejected by the College, the Interfraternity Council and the fraternity chapters, the Dartmouth Fraternity Alumni Advisory Board voted:
(1) That the men attending Dartmouth in the Navy College Training Program who are not candidates for the college degree should nevertheless be eligible for fraternity membership without distinction from persons regularly enrolled as candidates for the degree.
(2) That the entire program of pledging and of opening the houses should be based upon a fair opportunity for all fraternities to start at the same time with an equal opportunity to all fraternities for the reestablishment of their chapters.
(3) That the Interfraternity Council should be reestablished, its members to consist of undergraduates designated by the alumni organizations of the respective chapters from lists of student members supplied by Dean Neidlinger, and that the Council should proceed in cooperation with the College administration to adopt rules and regulations for rushing and pledging, including the dates for rushing and pledging.
(4) That the fraternity houses should be permitted to open with the start of the term in March 1946.
(5) That undergraduates must be of at least sophomore standing to be eligible for initiation.
(6) That it be earnestly recommended to each of the Dartmouth fraternity chapters that selected members of the alumni of each chapter should be appointed as active participants in the election of pledges to their respective fraternities in connection with the revival of fraternities at Dartmouth.
(7) That each fraternity should file with the proper College officers a copy of the fraternity's budget for one year's op. eration following the opening of the fraternities, demonstrating the ability of the fraternity to function adequately for the ensuing year.
In addition to these votes expressing the views of the alumni representatives present, the Advisory Board also approved the appointment of a number of committees to make more detailed studies of fraternity problems and procedures, their reports to be filed with the Secretary and distributed to all members of the Board. These special committees will deal with
(1) the question of immediate and longrange cooperation of the fraternities respecting contracts and materials for renovations, repairs and upkeep, and with respect to janitorial and other services and central management of these; (2) the general question of financial campaigns by fraternities for contributions from their alumni, including a canvass of the methods tried and their results; (3) the question of fraternity long-term financing;
(4) the study of an affirmative program for fraternity activities; and (5) standards for successful fraternity operation.

The Dartmouth Fraternity Alumni Advisory Board was organized last July through the efforts of Mr. Morris, who wrote to President Hopkins suggesting that such an alumni group might aid the fraternity chapters to attain greater usefulness on the campus and to fit more fully into the general educational program of the College. With Mr. Hopkins' approval he wrote to the various fraternity organizations and asked each to name an alumni representative. This group met at the University Club, New York, in July as dinner guests of Mr. Morris and the Advisory Board was formed, with Mr. Morris as chairman pro tem and Mr. Urion as secretary pro tem. The September 10 meeting with College representatives constituted the Board's annual session, and Messrs. Morris and Urion were chosen to continue in their respective offices.
