CAPTAIN PAUL J. HALLORAN 'l9, (CEC) USN, has been awarded the Navy com- mendation ribbon for services as officer-in-charge during the $100,000,000 wartime expansion program at the Newport Naval Operating Base. The award was made recently at Norfolk, Va., where Captain Halloran is new public works officer for the Fifth Naval District.
Previously Captain Halloran, who attained the temporary rank of commodore during the war, was twice awarded the Legion of Merit. The first citation in 1944 was for services with a landing force during operations against the Japanese in the Pacific. The second was for "outstanding service in charge of construction of an important base in the Pacific."
The latest award for the Newport services covered the period between January 19, 1942» and June 16, 1943, during which Captain Halloran handled 25 different contracts covering construction work in this area.
The citation, presented by Rear Admiral W. L. Ainsworth, USN, District Commandant, said in part: "His extraordinary tact, ability, co-operative qualities, perseverance and devotion to duty were in keeping with the highest traditions of the service."
A graduate of Dartmouth and the Thayer School of Engineering, he entered the naval service in 1921. He commanded the Sixth Naval Construction Brigade in the Pacific during the war, and commanded the Seabees in assaults on Tinian and Saipan. He was with the 4th Marine Division in Marianas.
