JEFF GARTEN bridges the increasingly compatible worlds of economics and foreign policy, and growing numbers of bigwigs are listening to him. An investment banker and former foreign policy official in the Nixon, Ford, and Carter administrations, Garten made a lengthy presentation at Clinton's pre-Presidential economic summit last fall. Garten's book, The Cold Peace, published last July, examines the obstacles to international economic cooperation among America, Japan, and Europe. The book was required reading in the Bush, Clinton, and Perot campaigns.
