Hon. John Barrett has recently been appointed director of the Bureau of American Republics, at Washington. The third Pan-American Conference at Rio Janeiro passed a sweeping resolution for the reorganization of this bureau and one of the first steps was the appointment of a director, and the choice fell unanimously on Mr. Barrett, On the day that he took his place as director he received notice that the National University of the Republic of Columbia had conferred on him the degree of Doctor of Laws and Science in. recognition of his services for the betterment of relations between North and South America. It is the first time that that university has ever conferred such an honor upon a citizen of the United States.
