Capt. Paul James Halloran '19 USN (CEC), was recently promoted from the rank of commander at the Newport Naval Operating Base where he is public works officer. Since graduating cumlaude from the Thayer School at Dartmouth, Capt. Halloran has done engi- neering work all over the world. His naval service, begun in 1921, includes construction of a marine railway in Charleston, S. C.; public works officer at Parris Island; departmental engineer for the Republic of Haiti; public works officer at the Marine barracks in Quan- tico and the Naval Station, Tutuila, Samoa. Besides holding membership in many engineering societies, he has been decorated by the Haitian government for his work there and is the only white member of the Samoan Guild in which he has the Chief's title of "Asofausia." Prior to going to Newport, he was con- tract superintendent at the Norfolk Navy Yard, which involved the con- struction of the largest crane, the larg- est pier, and the largest dock in the world. Also, he is the inventor of weigh- batcher for centrally mixed concrete.
