THE NAVAL RESERVE OFFICERS' Training Corps, now operating at the College concurrently with the V-12 Unit, was commissioned on November 1 at brief ceremonies in the Faculty Room, Parkhurst Hall, in which Captain Damon E. Cummings, USN, commanding officer, President Dickey, Sidney C. Hayward, the College liaison officer with the Navy, and Prof. E. Gordon Bill, Dean of the Faculty, took part.

The official orders were presented to President Dickey for his signature by Captain Cummings and the official confirmation of the establishment of the NROTC at Dartmouth from Rear Admiral William M. Fechteler, USN, assistant chief of Naval personnel in BuPers, was read by Mr. Hayward. Dean Bill was the presiding officer at the ceremony.

Changes and additions to the faculty of the Department of Naval Science and Tactics of the NROTC were announced November as follows: Lt. Comdr. Leroy N. McKenney, USNR, V-12 executive officer, has been named an assistant professor; and Lt. Comdr. Oliver Evans, USNR, legal officer, and Lt. John H. Kirk, USNR, first lieutenant, have both been attached previously to the V-12 Unit at Dartmouth.

Seven other officers have been assigned to the department as instructors. They are Lt. Comdr. William K. Schmid, USNR, Upper Montclair, N. J.; Lts. John Hart, USNR, Newport, Vt.; Charles V. Lyness, USNR, Lynn, Mass.; George A. Marston, USNR, Amherst, Mass.; and Millard Morgan, USNR, Mystic, Ga.; Lts. (jg) Louis H. Cohen, USNR, Kansas City, Mo., and Arthur W. Drew, USNR, Providence, R. I.

Three promotions in the department also become effective with the opening of the winter term. Lt. Comdrs. Francis C. Eaton, USNR, Arthur C. Krohn, USNR, and Wayne M. Singer, USNR, have been raised from instructor to assistant professor.

Lt. Comdr. Homer Howard, USNR, assistant professor and executive officer of the Academic department, has resigned to return to his former teaching post at Virginia Polytechnic Institute.
