AT AN all-day conference on Dartmouth fraternity affairs the Dartmouth Alumni Fraternity Advisory Board met in Sanborn House, January 12, to discuss with undergraduates, faculty advisers and College officers some of the more pressing problems connected with the reopening of the Dartmouth chapters on March 1. George M. Morris '11 of Washington, president of the Advisory Board, presided over the morning and afternoon sessions arranged by Charles F. Camp '42, College Officer in Charge of Fraternities.

Among the speakers was President Dickey who indorsed the purposes of the Advisory Board and stated that there will be submitted to the Trustees of the College for their consideration the organization of a Social Activities Council made up of representatives of the alumni, undergraduates and administration, with a Graduate Manager, similar to the Athletic Council and Council on Student Organizations. The duties of such an organization would include jurisdiction over fraternity affairs.

Dean Neidlinger spoke for the administration on the conditions under which the fraternities would reopen. He stated that not more than 16 men could live in a house but added that this is subject to revision depending upon existing conditions. The serving of formal meals in fraternities will not be permitted. He went on to say that to reopen, all chapters must have an officially appointed Chapter Adviser who is a faculty member or resident of Hanover, with definite authority and responsibility. Each chapter was required to submit the name of the appointee to Mr. Camp before February 1.

Among the other points which were discussed and recommended were: (1) that there be a system devised whereby the financial reports of the houses be prepared in a uniform manner; (2) that fraternity scholarships (free rides) be limited and granted to men on a basis of need; (3) that there be a plan whereby the fraternities obtain on a cooperative scale such items as janitorial services, supplies, coal, furniture, etc.; (4) that since there are a limited number of undergraduates in most houses each undergraduate group and its adviser select four alumni to assist in rushing and orienting prospective pledges.

Robert D. Brown '43, head of the Interfraternity Council, added that the rushing period is slated for March 22 to 25. He stated that a quota system would be devised so that all houses might receive an equal share of the eligible men desiring fraternity affiliations.

Henry K. Urion '12, secretary of the Advisory Board, called the roll of the fraternities represented. The treasurer's report was made by Leslie W. Snow '12; and other committee reports and discussions were presented by Charles H. Jones Jr. '23, Robert E. Cleary '26, John R. Burleigh '14, Robert D. Brown '43, Prof. Martin L. Lindahl, and Prof. Andrew G. Truxal and Sidney C. Hayward '26.
