ALTHOUGH CANCELLED as of February 28 because of lack of funds, Dartmouth's NROTC and V-12 Unit was reinstated late in December, to run through June 30, when an additional appropriation was made by Congress to permit the Navy to carry out its original schedule. In renewing the contract for the active-duty Navy college training program, the Bureau of Naval Personnel set 815 men as Dartmouth's quota for the March term, as compared with 958 this term. This March figure is made up of 529 continuing NROTC undergraduates, 105 continuing Marines, and 181 continuing V-5 aviation trainees, with no input of new men. Dormitories tentatively scheduled to be used by the Unit in the March term are Streeter, Gile, Hitchcock, North Mass, Middle Mass and South Mass, all of which, together with Lord Hall, are being used as ships this term.
Although a quota of 815 has been assigned for the spring term, actual Navy enrollment is expected to be much smaller as a result of a recent BuPers order stating that all NROTC and V-12 trainees desiring to remain in the college program after the end of this term must sign a statement agreeing to remain in the program until July 1 and to accept a commission if offered at that time. Trainees not signing this agreement will be transferred to general fleet duty.
Proposals for the peacetime operation of NROTC are now before Congress in the form of the Holloway Plan. If adopted this will implement the permanent program for 52 colleges with generous financial allowances for tuition and subsistence, and with students on inactive duty selected by the colleges for the NROTC course. The Navy plans to put its permanent program into effect this coming fall.
