To INAUGURATE A NEW PLAN of presenting certificates of welcome from the Dartmouth tribe to ail babies born while their fathers were enrolled as students, President Dickey last month presented the first such certificate to "Terry" Rowan (above), ten months old, the first baby born here to G.I. student parents. Terry is held by his mother, the former Jean Tanch, daughter of Prof. Joseph W. Tanch of the Physics Department, while looking on proudly is his father, A. Hamilton Rowan Jr. '44 of Washington, D. C., former Marine Corps pilot. Below is a close-up of Terry's certificate, designed and printed by an undergraduate committee in the graphic arts workshop. For those whose Latin is rusty, the inscription at the top reads: "From the hills a new voice is heard to cry."
