Nominated by President Eisenhower to serve as Director of the Federal Mediation and Conciliation Service, Whitley P. McCov '16, a Professor of Law at the University of Alabama, who is a self-termed "Eisenhower-Democrat," has long been accustomed to act as an impartial judge of both sides of the question. Now a too federal mediator, Mr. McCov's experience in settling labor disputes has been extensive, both for government, and business organizations and unions. He was trial examiner for the National Relations Board and acted as an arbitrator for the U.S. Conciliation Service for the War Labor Board in World War II. and for the American Arbitration Association. He has also an umpire or impartial arbitrator for various companies and unions, including International Harvester and the C.I.O.; and United Auto Workers and Goodvear Tire and Rubber and the C.I.O. Rubber Workers. At present he is an umpire at the American Thread Cos. at Dan River Mills, and for the United Air Lines and the A.F.L. Airline Pilots.
Following his graduation from Dartmouth and service in World War I, Mr. McCoy received the LL.B. degree from George Washington University. He found he preferred teaching to the practice of law, and in 1927 joined the teaching staff of the University of Alabama, to remain until the present time on its faculty. He is the author of a law book, Alabama Practice, and co-author with Clarence Updegraff of Arbitrationof Labor Disputes.
