A proposed reorganization of the College Committee on Standing and Conduct which would have allowed for special minority group representation in judicial decisions involving blacks or Indians was defeated in a student referendum by a vote of 572 to 435. The Faculty of Arts and Sciences had approved the proposed change subject to the student referendum.
On a conduct or honor code violation, the proposed plan would have made it possible for a black or Indian student to be "tried" before a panel which had a voting majority of persons of his race. He could "elect to be judged by a panel with a majority of students, and if he desires, a majority of students of his own race." Under the present system, which will continue, undergraduates are under judiciary control of the regularly constituted CCSC which includes four students among its 11 members. Other members are the President or his representative, the Dean of the College, the Dean of Freshmen, and four faculty members. At present there are no blacks or Indians on the CCSC.
