The appointment by President Taft of Henry C. Ide as envoy extraordinary and minister plenipotentiary to Spain comes as a worthy promotion in a distinguished career of public service. In 1891 he was appointed United States land commissioner for Samoa, and two years later chief justice of the islands under the tripartite agreement of the United States, Great Britain, and Germany, remaining there until 1897. In 1900 he was made a member of the Philippines commission, and after six years service on the commission was made governor of the Philippines, which position he held until his return to the United States. His eminent qualifications for usefulness at the court of Madrid are everywhere recognized.
