One of the conditions attached to the offer of Redfield Proctor and Emily Dutton Proctor to the Vermont Tuberculosis Association of a site for and a sum of $50,000 toward the erection of a preventorium is, "that the new preventorium shall be a memorial to our friend, the late Dr. Charles S. Caverly, and contain a tablet to his memory. He gave Vermont, freely of his great talents and was largely responsible for making the state board of health, the Vermont Sanitarium, and the infantile paralysis work what they are today." The donors mentioned above are the son and daughter of the late Redfield Proctor '51, governor of Vermont, secretary of war, and United States senator.
