President Hopkins attended on October 20 a meeting of fifteen distinguished private citizens appointed by President Roosevelt to make an unofficial attempt to recover some part of the billions invested by American citizens in foreign securities now in default. The organization meeting held in Washington was also attended by Philip LaFollette, former Governor of Wisconsin, and Frank O. Lowden, former Governor of Illinois.
In naming this private committee, President Roosevelt wished to keep the government clear of impending negotiations but placed at the disposal of members the services of the State and Treasury Departments.
