As chairman of the special committee on revising the Athletic Council constitution, Dr. Ruggles presented amendments which were approved. In behalf of the special committee appointed at the June 15 meeting of the Council to make a survey of bequest programs in other colleges, Mr. Whelden spoke regarding the possibilities of developing such a program at Dartmouth. His committee was asked by Mr. Woods to continue this survey and to suggest definite procedures to the Council at its next meeting to be held at Hanover, June 14.

Clarence G. McDavitt '00, of Boston, chairman of the Athletic Council, reported for that group. His talk was mostly concerned with finances. The outlook is not a good one, he said, since attendance at all games this fall up to and including Harvard lias been lower than expected. Mr. McDavitt stated that a larger crowd at the Yale game may offset the loss at Harvard, but the Council will still be in a precarious position financially and is faced with the prospect of curtailing expenses rather drastically during the winter and spring seasons.
