AFTER CONSIDERATION and full discussion by the Alumni Council over a period of eighteen months, the following changes in the constitution of the Council of the Alumni of Dartmouth College have been approved by the members of the Council. According to the constitutional provision for amendments, the revisions are stated in full below and are published in the ALUMNI MAGAZINE not less than one month before the date upon which action will be finally taken. The final action of amendment will be decided at the annual meeting of the General Association of Alumni of the College in Hanover, Saturday, June 14, by vote of a majority of the members of that Association present at that meeting. Changes would go into effect the following year, 1942, and would not affect the present terms of present members of the Council.
In the proposed changes in the Alumni Council constitution, only the sections of Article V on "Membership, Nominations, Elections" affected by these changes are included below, the rest of the Constitution not being affected and not reprinted here.
ARTICLE V
Membership, Nominations, Elections
SEC. 1. Any member of the Association of Alumni of Dartmouth College shall be eligible to nominate and to vote for members of this Council and to membership therein. (Nochange.)
SEC. 2. The Council shall consist of thirty- one members. There shall be four ex-officio members as follows: 1. The chairman of the Executive Committee of the Association of Alumni of Dartmouth College.
2. The secretary of that Association.
3. The ranking (in service) alumni member of the Athletic Council.
And one representative from the faculty of Dartmouth College, elected annually by the faculty of Dartmouth College; provided, however, that such faculty representative shall always be an alumnus of Dartmouth College.
Change to: SEC. 2. The Council shall consist of thirty-five members.
A. There shall be three ex-officio members, as follows:
The maps pictured above show present and proposed districting of the country by groups of states for purposes of selecting members for the Council of the Alumni of the College. At left the present districting in six groups of states shows the disproportion of the large territory covered in Districts V (South) and VI (Rocky Mountain and Pacific). At right is the outline of proposed revision of districts which provides an increase of three members on the Council by the creation of a new Southwestern District (VI). In the map at right several western and southwestern states have been reallocated within the seven Alumni Council districts of the country in line with business and other relationships between groups of states. The revisions also give recognition to the growth of Dartmouth alumni activity and Dartmouth population in the south, southwest, and west. Districts I (New England), II (Middle Atlantic States), and 111 (Central States) are not changed. The revisions will be acted upon in June and if adopted will not take effect until next year.

B. There shall be one member from the faculty of Dartmouth College, elected annually by the faculty of Dartmouth College; provided, however, that such faculty representative shall always be an alumnus of Dartmouth College.
THE ELECTIVE MEMBERSHIP SHALL BE AS FOLLOWS:
(a) Three members from District I including the states of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut, and that part of Canada including Quebec and the provinces to the east; all foreign countries and all outlying possessions of the United States not included in District VI; one such member to be elected each year for a term of three years.
(b) Three members from District II including the states of New York, New Jersey, Pennsylvania, and Delaware; Canadian province of Ontario; one such member to be elected each year for a term of three years.
(c) Three members from District III including the states of Ohio, Indiana, Illinois, Michigan; one such member to be elected each year for a term of three years.
(d) Three members from District IV including the states of Wisconsin, Minnesota, lowa, Missouri, North Dakota, South Dakota, Nebraska, and Kansas; one such member to be elected each year for a term of three years.
(e) Three members from District V including the District of Columbia, and the states of Maryland, Virginia, West Virginia, Kentucky, North Carolina, South Carolina, Tennessee, Arkansas, Oklahoma, Texas, Louisiana, Mississippi, Alabama, Georgia, and Florida: one such member to be elected each year for a term of three years.
(f) Three members from District VI including the states of Montana, Wyoming, Idaho, Washington, Oregon, California, Nevada, Utah, Colorado, New Mexico, Arizona, Canadian provinces west of Ontario, and the following outlying possessions of the United States: the Philippines, Hawaii, and Alaska; one such member to be elected each year for a term of three years.
No elective member of the Alumni Council shall be eligible for election to more than two consecutive terms of three years each.
Change to: C. There shall be twenty-one members elected from districts by and from members residing therein for terms of two years, as follows, but no member shall be eligible for election to more than two consecutive terms:
1. Three members from District I which shall include the States of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island and Connecticut, and that part of Canada including Quebec and the provinces to the east.
2. Three members from District II which shall include the states of New York, New Jersey, Pennsylvania and Delaware; Canadian province of Ontario; all foreign countries and all outlying possessions of the United States not specifically included in other districts.
3. Three members from District III which shall include the states of Ohio, Indiana, Illinois and Michigan.
4. Three members from District IV which shall include the states of Wisconsin, Minnesota, lowa, Nebraska, North Dakota, South Dakota, Montana and the Canadian provinces of Manitoba and Saskatchewan.
5. Three members from District V which shall include the District of Columbia, Maryland, West Virginia, Virginia, Kentucky, North Carolina, South Carolina, Tennessee, Georgia, Florida, Alabama, Mississippi and Louisiana.
6. Three members from District VI which shall include the states of Missouri, Kansas, Utah, Wyoming, Colorado, Arkansas, Oklahoma, Texas, New Mexico and Mexico.
7. Three members from District VII which shall include the states of Washington, Oregon, California, Idaho, Nevada, Arizona, Canadian provinces of Alberta and British Columbia and the Philippines, Hawaii, and Alaska.
(g) Three members elected from the alumni at large by the Dartmouth Secretaries Association; one such member to be elected each year for a term of three years, at the annual meeting of that Association.
(h) Six members to be elected from the alumni at large by the members of this Council as provided for above; two such members to be elected each year for a term of three years.
Change to: D. There shall be two members elected by the Dartmouth Secretaries Association for terms of three years, one member to be elected from the class secretaries and one to be elected from the alumni club and association secretaries; these members may not serve for more than one consecutive term, or beyond their terms as secretaries.
E. There shall be one member elected by the class agents for the Alumni Fund from among their own number for a term of three years; this member may not serve for more than one consecutive term, or beyond his term as a class agent.
F. There shall be one member elected by the class treasurers from among their own number for a term of three years; this member may not serve for more than one consecutive term, or beyond his term as a class treasurer.
G. There shall be six members elected from the alumni at large by the members of this Council for terms of three years; these members at large may not serve for more than one consecutive term.
