Among the country's representatives to accompany Undersecretary of State Sumner Welles to the InterAmerican Conference at Rio Janeiro in January, was Carl B. Spaeth '29. Mr. Spaeth, who left Yale's Law School faculty to become executive assistant to Nelson Rockefeller '30, Coordinator of Inter-American Affairs, two years ago, recently assumed charge of the merged executive personnel of the Economic Defense Board and the personnel of the commercial and financial division of the Coordinator's office.
In November 1940, Mr. Spaeth attended the second conference on Inter-American Relations which was held at Dartmouth on the general topic, "The Defense of the Americas," and opened the three-day meeting with his speech on "Implementation of the Good Neighbor Policy."
