26 THE RIVER AND THE DAMS

In remote northern Maine the Army Corps of Engineers would build two dams to make up the Diekey-Lincoln hydroelectric project and thereby reduce the wild St. John River into a vast slow-water impoundment. In this two-part article an economist examines the costs—both dollar and environmental— of the project and a novice white- water canoeist describes a five-day journey to Big Rapids this spring. "Canoe the St. John before it's gone," he was told.
