Anybody could have broken the house banking scandal, but Tim Burger did it. Burger, a former intern for this magazine, doesn't trust luck to chance. He first learned of the prestigious independent Capitol Hill newspaper Roll Call by aggressively working Dartmouth contacts. And he got the House Bank scoop by diligently reading reports by the General Accounting Office. The report that won Burger fame in 1991 mentioned 8,331 bounced checks by members of Congress.

Burger is destined to go a large daily soon. And after that? "I'd love to write a book an owners manual for Congress."
