He first learned of the prestigious independent Capitol Hill newspaper Roll Call by aggressively working Dartmouth contacts. And he got the House Bank scoop by diligently reading reports by the General Accounting Office. The report that won Burger fame in 1991 mentioned 8,331 bounced checks by members of Congress.
