Charles A. Willard, associate justice of the supreme court of the Philippine Islands, has been nominated by President Taft and confirmed by the senate, as judge of the United States district court of Minnesota. This is a personal appointment of the president, who has a very high opinion of Judge Willard's qualifications. It was at his instance that the first appointment of Mr. Willard to his position in the Islands was made. After serving some time the latter married, resigned his position, and returned to his home in Minneapolis, explaining in his letter of resignation that he could not live upon the salary attached to the office. Mr. Taft then secured an increase of the salary to $10,000, and promised that if Judge Willard would return to Manila he would use his influence at some time in the future to secure his appointment as federal judge. This promise he has now kept.
Justin H. Smith, late professor of modern history in the College, was given the honorary degree of Doctor of Laws by Norwich University last year.
