Captain D. L. Madeira, USN, Director of Training in the Bureau of Naval Personnel, Washington, was guest of honor and principal speaker at graduation exercises held by the Navy V-12 Unit in Webster Hall on Sunday, February 11. The Captain has had extensive convoy and destroyer duty in this war and recently joined BuPers as training director after serving as Commander of the Shakedown Task Group at Bermuda. A graduate of the Naval Academy, he holds the French Navy Medal of Honor and the Legion of Merit with gold star.

During his talk to the all-hands assembly of trainees and faculty in Webster Hall, Captain Madeira discussed in general terms the enlarged NROTC program into which the Navy proposes gradually to merge the present V-12 program. With a knowing look toward President Hopkins, he stated that the sites for the 23 new NROTC units had not yet been selected (Dartmouth has an application on file) and that "the fact that Dartmouth hasn't sent two Senators and 25 Representatives to see us about getting a unit can be attributed either to Dartmouth's commendable faith in the Bureau of Personnel or, perhaps, to the fact that New Hampshire doesn't have 25 Representatives."
