Here is a well-merited "plug" for F. H. B. Heald, superintendent of schools in Scarboro, Me. He sent the secretary his annual report for the year ending February 1; it is interesting and in these days of planning, most constructive. Heald tells what has been accomplished for the school system, and goes on in a persuasive way to indicate in plain English what Scarboro may do to keep in the forefront of the school systems of Maine.
