As an officer with the Radio Division of the Public Information Section of Joint Task Force One, Bill Mitchel was in an advantageous position to gather and weigh the evidence and significance of Operation CROSSROADS during both Test Able and Test Baker. He was able especially to evaluate the integrity of much of the press and radio coverage of the experiment.

Radio has been Bill's prime interest ever since his undergraduate days, when he founded and served as the first director of the Dartmouth campus network, DBS. He went into service soon after graduation and was commissioned an Ensign in the Naval Reserve. Up to the forming of the Joint Task Force One staff, Bill had been communications officer on a troop transport and had visited every theater of operations and nearly every major port in the world. At present he is on terminal leave from the Navy after four years of service.
