In its report on the Naval administration of Guam and American Samoa, the Special Civilian Committee headed by President Emeritus Hopkins last month recommended that the natives of the two islands be given full U. S. citizenship. In releasing the report, Secretary of the Navy James Forrestal '15 said that he concurred in the recommendation and that Congress would be asked to take action.
Although finding shortcomings in the Navy's administration of the Pacific islands, the Committee was less harsh than some recent individual critics. A number of specific recommendations concerning administration and local government were also made, but the citizenship proposal was the main feature of the report. The two other committee members who accompanied Mr. Hopkins on a survey of the islands were former Gov. Maurice J. Tobin of Massachusetts and Dr. Knowles A. Ryerson of the University of California's Department of Agriculture.
