As a result of proposals by the Committee on Alumni Relations (CAR), and subsequent discussion by the Alumni Council, changes in the Council's constitution in respect to membership are proposed for adoption at the June meeting of the General Association of Alumni. According to constitutional requirement, amendments are published in the ALUMNI MAGAZINE at least one month before final action.
The Council itself has voted approval of changes which will add ten members. In order to be more fully representative of the alumni body, which now totals nearly 30,000, the Council proposes new memberships as follows: Three representatives of the Alumni Club Officers Association instead of one; three new Councilors elected by the Associations of Class Chairmen and Presidents, Class Newsletter Editors, and Class Bequest & Estate Planning Chairmen, in addition to the existing representation accorded to Class Secretaries, Treasurers, and Agents.
A further change provides for four instead of three members from each of the two most populous regions - the New England and the Middle Atlantic States. Three additional members-at-large complete the changes which will increase total membership of the Council from forty to fifty.
The sections of the constitution involved in proposed changes are published in full below: Article V Membership - Nominations - Elections
Sec. 1. Any member of the Association of Alumni of Dartmouth College shall be eligible to nominate and to vote for members of this Council and for membership therein.
Sec. 2. The Council shall consist of 50 members, elected and ex officio, as follows:
A. There shall be three ex-officio members, as follows: (1) The Chairman of the Executive Committee of the Association of Alumni of Dartmouth College; (2) The Secretary of that Association; (3) The ranking (in service) alumni member of the Athletic Council.
B. There shall be one member from the faculty of Dartmouth College, elected annually by the faculty of Dartmouth College; provided, however, that such faculty representative shall always be an alumnus of Dartmouth College.
C. There shall be three members elected by the Dartmouth Club Officers Association from among their own numbers for terms of three years. Of these club representatives at least one will represent the club presidents and one the club secretaries. These members may not serve for more than one term or beyond their terms as club officers.
D. There shall be six members elected from the associations of class officers, one each to be elected from among their own number representing the following Associtions: Class Chairmen and Presidents, Class Secretaries, Class Treasurers, Class Agents, Class Newsletter Editors, Class Bequest and Estate Planning Chairmen.
These members may not serve for more than one term of three years or beyond their terms as class officers and as members of the Association from which they were elected.
E. Members shall be elected from seven Regions by and from the members of the Association residing therein for terms of two years; but no member so elected shall be eligible for election to more than two consecutive terms, nor shall any such member who has not attended at least one of the first three meetings of the Council during his first term be eligible for election for a second consecutive term.
These seven Regions shall be constituted as follows:
Region I: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and that part of Canada including Quebec and the Provinces to the east.
Region II: New Jersey, New York, Pennsylvania, the Canadian Province of Ontario, all foreign countries, and all outlying possessions of the United States not specifically included in other Regions.
Region III: Illinois, Indiana, Michigan, Ohio.
Region IV: lowa, Minnesota, Montana, Nebraska, North Dakota, South Dakota, Wisconsin, and the Canadian Provinces of Manitoba and Saskatchewan.
Region V: Alabama, Delaware, District of Columbia, Florida, Georgia, Kentucky, Maryland, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia.
Region VI: Arkansas, Colorado, Kansas, Louisiana, Missouri, New Mexico, Oklahoma, Texas, Utah, Wyoming.
Region VII: Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, Washington, and the Canadian Provinces of Alberta and British Columbia.
Boundaries of the Election Districts in each Region will be established and reviewed by the Alumni Council upon recommendation of its Executive Committee.
As determined by the Council, each Region will be divided into Election Districts from each of which one member of the Council will be elected. Regions will be made up of either three or four Election Districts, depending on the distribution from time to time of alumni population and activity.
F. Members-at-large shall be elected by the Council from the members of the Association to bring total membership of the Council to 50. These members-at-large may not serve for more than one term of three years. In selecting members-at-large, due consideration shall be given to meeting inequities in geographical representation on the Council.
