A number of changes have been made in the administrative staff for the current year. Stephen C. Williams ’68, a Nordic skier during his undergraduate years, has been named Assistant Dean of the College. Mr. Williams, on leave of absence from Yale University Law School, was an economics major and a Rufus Choate Scholar at Dartmouth. He succeeds Edward G. Williams ’64, who is entering Columbia Law School.

Stephen K. Rugg ’66, Assistant to the Director of Admissions for the past two years, is now Assistant Dean of Freshmen, replacing Gunnard A. Nelson Jr. Mr. Nelson, who had been dividing his time between that post and the English Department, will devote full time to teaching.

A 1942 graduate of Dartmouth has returned to the College as Assistant Director, Office of Information Services. James L. Farley, formerly editor of the Claremont (N. H.) Daily Eagle, succeeds William J. Meyer who has accepted an information assignment for the Dartmouth Medical School. This is the second time Mr. Farley has served on the staff of Dartmouth College. From 1946 to 1948 he was Assistant Director of the Dartmouth News Service and Assistant Editor of the Dartmouth Alumni Magazine.

Gregory A. Smith, a 1970 graduate of the University of Colorado, will serve as Assistant to the Director of Financial Aid with special duties in- volving the work-study program.

Tuck School has announced two appointments. Ernest M. Draper ’35 is Assistant Dean for Development and David R. Singleton ’62 is the new Director of Admissions and Student Affairs. Mr. Draper, manager of the Philadelphia office of Fortune Maga- zine since 1952, has been active in alumni fund-raising matters for many years. Mr. Singleton was formerly Assistant to the Graduate Dean at University of New Hampshire and holds an M.A. from American Univer- sity in Washington, D. C.

Rising costs which threaten the economic viability of private education have made the efficient conduct of the business affairs of Dartmouth, and the planning and control of budget opera- tions of critical concern. To meet the threat and to strengthen the investment, fiscal and budget management of the College, the Trustees have approved President Kemeny’s new organizational plan involving three major administra- tive programs.

Effective July 1, John F. Meek ’33, Vice President and for 21 years Trea- surer of the College, became Vice President and Chairman of the Trust- ees’ Investment Committee, the first officer of the administration to assume that position. He is responsible for continuous supervision of Dartmouth’s investment portfolio which now totals $l4O million. Mr. Meek’s new duties also include the College’s legal affairs and liaison with the legislative and executive arms of the government at national and state levels.

Paul F. Young ’43, Associate Trea- surer since 1965 and a member of the Treasurer’s Staff since 1951, is now Treasurer of the College. As chief business officer he is responsible for the operations of the Comptroller, the Business Manager, and the Director of Employee Relations.

William P. Davis, Jr. who was holding down three positions, Associate Provost, Professor of Physics, and Acting Dean of Thayer School, has been appointed to the newly established position of Budget Officer. It is his responsibility to formulate a new bud- get system for the College. He will monitor the current budget, work on long-range financial plans, and provide staff support for other College officers in the preparation of new budgets.
