Dr. Fred J. Douglas has just begun a term of service as mayor of Utica, N. Y. He is causing considerable newspaper comment by his instructions to the police force of that city to watch the pool and billiard rooms, and to close all such as are found to be undesirable. He believes that these are the worst evil of a city.
