A fellowship has been offered by an anonymous friend of Dartmouth and the "Floating University," open to a graduate of the College, preferably to a member of the class of 1928, amounting to $2,500. This covers the entire expense of the eight months trip around the world, leaving New York on the S. S. Aurania on October 6, 1928. There were no conditions attached to the gift, but the donor requested that it be awarded to the student who would be most benefited by studying international relations and making international contacts. Prof. J. P. Richardson was designated to receive the the applications and make the selection.

Every year the rushing rules are changed by the Interfraternity Council. This year, strange to relate, they failed to do the customary thing, and instead approved the previous year's rules after only a slight revision. They have been ratified by all the fraternities and the president of each house has signed the agreement. They are given below for the benefit of the alumni who would like to know what the present undergraduates consider a fairly good system.

Article I—There shall be free contact between fraternity men and members of the class of 1931, except that no agreement concerning fraternity matters may be made between fraternity men and the members of the class of 1931, except as provided in Article 3. Freshmen shall not be permitted to attend fraternity house parties or dances.

Article 3—On the . second Thursday and Friday nights of the school year chinning periods shall be held for sophomores at the fraternity houses from 7 until 11. On Saturday night there shall be a chinning period from 7 until 10. Between 10 and 12 there shall be no contact between sophomores and the fraternity men. Agreements made during these chinning hours shall be binding. Upon sinking a fraternity a sophomore must sign a uniform card supplied for this purpose by the council. These cards shall be turned into the council by the individual fraternities at the end of each chinning period.

Article 4—Formal bids shall be extended to sophomores by written uniform invitation in their rooms at 12 midnight on the second Saturday of the school year. Sophomores shall sign these bids, and proceed immediately to the house of their choice.

Article 5 The council shall conduct an information bureau for the convenience of the fraternities. It shall be possible for a fraternity to ascertain through this bureau whether or not any sophomore is sunk to a fraternity. The bureau shall be managed by a disinterested individual.
