The author takes the relations of China and Europe as exemplifying the growth of a universal civilization. He covers in the strokes of a master historian the relations to world unity of the language problem, the sovereignty of the people, the question of freedom of the seas, international plutocracy—which doesn't exist, nationality, and other matters.
