The President's Committee on Civil Rights, of which Professor Carr was executive secretary, stated in its printed report, To Secure These Rights, that four basic rights seemed important to the Committee and influenced its labors. These were:

1. The right to safety and security of the person. 2. The right to citizenship and its privileges. 3. The right to freedom of conscience and expression. 4. The right to equality of education.

"We believe," said the report, "that each of these rights is essential to the well-being of the individual and to the progress of society." Copies of the full report may be purchased for $1.00 from the Superintendent of Documents, U. S. Government Printing Office, Washington 25, D. C.
