INSTITUTIONAL responsibility in the field of civil defense is a difficult problem with which the colleges and universities of the country are just beginning to wrestle. Following discussion of this question at the fall meeting of the Dartmouth Board of Trustees, President Dickey announced the appointment of Fletcher Low 'l5, Professor of Chemistry Emertus, to serve as coordinator of the College's civil defense planning and activities.
Professor Low, who taught chemistry at the College from 1917 to 1960, has been charged with developing a civil defense program for Dartmouth students and coordinating the College's plans with local, state, and federal civil defense officials. In addition, he will keep in touch with other educational institutions and business corporations concerning their plans for protective measures.
Professor Low is uniquely qualified for this position as the College's civil defense coordinator, both because of his professional background in science and his position as chairman of the Hanover Board of Selectmen and representative to the New Hampshire General Court. He also has served on the Hanover School Board and many other civic organizations.
