Two Dartmouth men this year became ranking Republicans on the two most powerful committees of the House of Representatives.

With the beginning of the 93rd Congress, DaveMartin '29(r) and Herman Schneebeli '30 have stepped up to ranking minority positions on the House Rules Committee and the House Ways and Means Committee, respectively.

Congressman Martin is a representative from Nebraska, beginning service in his seventh term in the House of Representatives. Congressman Schneebeli is beginning his eighth term, and is elected from Pennsylvania.

The Rules Committee of the House is probably the most powerful committee in the Congress because all major legislation has to be approved by it before going to the floor of the House for consideration.

As such, the committee exercises the power of life and death over all important legislation.

The Ways and Means Committee of the House has jurisdiction over all revenue measures. In view of the fact that the Constitution gives to the House specific power to initiate all revenue measures, this committee's powerful position is such that it deals with matters that affect the pocketbooks of every person in the United States.
