On basis of your record you have been invited by professional associates to participate with them in an extensive and detailed survey of causes and cures for crime within your state and to compile a portion of the report which treats of this. Solicitous for the ideals of good government and eager for the public welfare, you have courageously conducted the affairs of your important office and established yourself as an intellectual guardian of the principle of liberty under law.
