Millett G. Morgan, Professor of Electrical Engineering and Director of Research at Thayer School, is Chairman of the lonospheric Physics Panel Advisory to the U. S. National Committee for IGY, and is also Consultant to the IGY Committee of the International Scientific Radio Union. He was a member of the U. S. delegation to the third meeting, in Brussels in 1955, of Comité Spécial de l'Année Géophysique Internationale.

Professor Morgan is director of the IGY project known as "Whistlers-East," for which a grant of $164,000 has been made available to the College for conducting synoptic observations of whistlers and the dawn chorus with a meridional chain of thirteen stations from the Arctic to the Antarctic. Whistlers and the dawn chorus are remarkable, natural audio-frequency radio wave phenomena in the study of which Professor Morgan and his colleagues at Dartmouth are prominent.

Among other activities, Professor Morgan is on the Propagation Data Panel of the newly formed Television Allocations Study Organization, to which the FCC is looking for engineering information on which to base a sound plan for television allocations.
