Robert Merrow, manager of the Woodstock (Vt.) Inn since its opening three years ago, is the new manager of the Hanover Inn. He succeeds James T. McFate, who retires November 15 after heading the Inn operation for nearly 20 years.

Mr. Merrow, a 1958 graduate of the University of New Hampshire, is a native of Kennebunkport, Maine, where his family ran two seaside hotels, the Atlantis and the Seaview. He managed two clubs for the U. S. Navy during three years of active duty.

In 1964 he became associated with Rockresorts, hotel enterprises owned by Laurence Rockefeller. He was at Caneel Bay Plantations in the Virgin Islands for four years before being transferred to Vermont to open the new Woodstock Inn for Rockresorts.

Mr. Merrow and his wife, the former Anne Carlson, a 1959 graduate of Colby Junior College, are both painters by avocation. They have two sons.
