Congratulations to Bill Semos, recently elected by Western Airlines' board of directors to vice president, corporate communications. Formerly senior director, marketing programs, Bill will be responsible for Western's public relations and government and industry affairs and will report to Gerald Grinstein, Western's chief executive officer. Bill joined Western in 1983, having held a variety of positions in the travel industry. He worked for United Airlines in sales and marketing for six years. He served as assistant to the chairman of the Civil Aeronautics Board from 1975 to 1977 and during 1981 and was staff vice president of marketing with Marriott Corporation and served as counsel to the Senate Aviation Subcommitttee for two years. Active in industry affairs, Bill represents Western on the board of directors of the Airline Reporting Corporation and on the marketing advisory group of the California Tourism Corporation.

Congratulations also to Dr. John Walkup of the electrical engineering faculty, who was recently designated a Paul Whitfield Horn Professor by the Texas Tech University Board of Regents. Horn professorships, named for Tech's first president, were established in 1966 "to recognize scholarly achievement and outstanding service." Eligibility is based on attainment of widely recognized distinction for outstanding teaching, research, or other creative achievement. The designation is the highest bestowed by the board on faculty members. John, codirector of the Optical Systems Laboratory in the Electrical Engineering/Computer Science Department, has done extensive research in optical information processing, digital image processing, statistical optics, and communi- cation theory. In addition to this research ex- pertise, he has been recognized for his teaching excellence. In 1980 he was named "outstanding professor" by students in his department and received the Halliburton Ed- ucation Foundation "Award for Excellence in Teaching Through Research." His research has been funded by the National Science Foundation, Air Force Office of Scientific Re- search, Office of Naval Research, Army Re- search Office, and Society of Photo-Optical Instrumentation Engineers. John is the author or coauthor of 30 journal articles and 48 conference papers and has done extensive consulting for industrial and governmental laboratories.

Remember that it provides 16 percent of the unrestricted, current-use dollars necessary to balance the sl36-million s136-million budget. Without the Fund, tuition ($9,810) would be roughly $3,000 higher per student per year. Tuition still pays only one-half of educational costs.
