Gov. Michael S. Dukakis of Massachusetts scored points with environmentalists recently when he appointed Bill Eichbaum as undersecretary of environmental affairs, the number two state environmental post. A graduate of Harvard Law School, Bill has run environmental programs for Maryland, Pennsylvania, and the Interior Department. "The governor needs somebody who will go up to him and take him by the collar and say 'this issue is an important environmental issue' and not get railroaded by economic, real estate, and affordable-housing issues," Priscilla Chapman, director of the New England chapter of the Sierra Club, told the Associated Press. For five years, environmentalists have said Dukakis has not acted fast enough to clean up Boston Harbor and has not set strict envirnomental standards for the Fan Pier development on the Boston waterfront. As assistant secretary of environmental programs in Maryland, Bill helped infuse $160 million into the cleanup and increased anti-pollution measures for Chesapeake Bay.
