LAST MONTH THE Nelson A. Rockefeller Center for the Social Sciences began a year-long celebration of its tenth anniversary. The highlight of the year is a series of lectures entitled "Populations at Risk in America at the End of the 20th Century" with the climax being a governors' symposium. Tentatively scheduled for April 29-30, the symposium will bring in former and current governors from around the nation to discuss domestic issues and the growing involvement of states with other nations.
The celebration ends October 16, when Howard H. Baker, former U.S. Senate majority leader and Nixon chief of staff, will speak.
