In a July letter or op-ed to the Providence Journal-Bulletin FranHorn expressed his regret at the omission of the invocation and benediction from the 1997 commencement exercises at the University of Rhode Island. These had been traditional, rotated among Catholic, Jewish, and Protestant clergy. Fran points out that Supreme Court rulings on the separation of church and state do not mandate such an omission from commencement ceremonies.

Since most students and their parents are not agnostic, as he is, he believes their convictions and traditions should be respected, over any personal preferences of the institution's administration.
